16 (15 in the cage, plus a cold spare) * 750 gig SATA hard drives @ 
around $400 each (depending on where you get it) = $6400
EtherDrive = $4000
Server to run it: Up to you, but BackupPC is fairly CPU intensive, so 
extra processor horsepower helps. We used a Dell PowerEdge 1950 with 2 
Dual Core Xeons, and it's up to the task. Also make sure you have a 
gigabit NIC and a good CAT6 patch cable (or switch if you want to 
connect multiple servers)

You could always save money by using fewer drives in the CoRAID, then 
expand your volume later when you need more capacity
