I'm moving to Baton Rouge soon, and I'm interested in hearing any
recommendations for ISPs.  The following are non-negotiable:

* a static IP address
* unlimited ability to run servers, no blocked or filtered ports
* knowledgable customer service (if I know more about their gear than they do,
  they're out)
* fast customer service (I shouldn't have to wait more than 60 seconds on the
  phone if I have a problem)

I would also prefer that the usage agreement explicitly allows me to share
wireless with my neighbors, although that's not a deal-breaker.  I'm currently
using Speakeasy because they have all the qualities above, but I would like to
use a local ISP if possible.  A friend of mine found an ISP like this when he
moved to Albuquerque, so I figured it's worth asking here.
