The sample size is small, but Cox has been blocking traffic right along with 
the rest of the ISPs with a reset rate of 12%.  That is roughly half the rate 
of the worst offenders but four times that of the cleanest reported networks.  
This is not surprising when a representative of the company admitted to the 
practice but the company then backpedaled.
