Consumers are like that too... Average Joe has no idea how much bandwidth 
he'll use each month.  So he'll typically pay for a higher package than he 
needs, just in case he goes over.  He doesn't want to get stuck with a 
huge bill one month, so would rather have a fixed bill each month.
