Sounds like the glorious days of pay per minute service to me.  Forget 
charging a fair rate that covers the cost of constant improvements and get 
ready for monopoly service.  All hail the rebirth of Ma Bell and more 
broadand stagnation.  Anyone caught uncapping their cable modem or hooking a 
300 baud modem to their land line will be jailed.  There will be no video 
phone for you and your movie downloads will cost more than DVDs.
