LSU has been under the CLA for several years now. The STF has not changed in
amount since they have elected to use part of it to get software from
Microsoft.
The Student Technology Fee Oversight committee voted to use funds to do
this. It was a democratically supported decision.

You are so far behind the times.
debian.math.lsu.edu <http://debian.math.lsu.edu> has been running for years
and years now. fedora.lsu.edu <http://fedora.lsu.edu> has been serving
redhat ISOS since 5.2. There are gentoo, mandrake, and suse mirrors as well.
